  • The New Zealand Built Environment Symposium (NZBERS) addresses the pressing need for a built environment prioritising sustainability, affordability, and resilience. It brings together experts to explore eco-friendly construction practices, innovative cost-reduction strategies, and resilient infrastructure solutions that can withstand environment challenges. It emphasises the importance of designing spaces catering to people of all backgrounds and needs while addressing environmental and societal challenges.

    Kay Saville-Smith , PhD (Lancs), MNZM

    Director, Centre for Research, Evaluation and Social Assessment (Cresa)
    Chief Science Adviser, Ministry of Housing and Urban Development

    Kay Saville-Smith is a leading sociologist and historian with over 30 years of experience in housing, urban development, and building performance research. As the Director of Cresa and Chief Science Adviser for the Ministry of Housing and Urban Development, she leads innovative, solution-focused, and cross-disciplinary research programmes that empower communities and inform policy and practice across government, community, and industry sectors. ​ Kay is also the Co-leader of Affordable Housing for Generations and Leader of the FAAB Small Homes programme under the Building Better Homes, Towns and Cities National Science Challenge (BBHTC NSC). Through these roles, she tackles critical issues such as housing market dynamics, affordable housing delivery, regional development, and the impact of design and building performance on well-being. Her work focuses on promoting equity in housing, empowering seniors, Māori, Pacifica, young people, and disabled people to meet their unique housing needs. ​ Her groundbreaking research and leadership have been recognised with numerous prestigious accolades, including the MNZM, the Te Kāhui Whaihanga President’s Award, and the Royal Society’s Metge Medal for research excellence in 2024.

    Delia Bellaby
    Chair, Earth Building Association of New Zealand (EBANZ)

    Delia is the Chair of the Earth Building Association of NZ (EBANZ), a network of professionals and owner-builders practising all forms of natural building techniques. Delia is leading the organisation through a period of growth and transition as it seeks to provide ancient solutions to today’s problems, including housing affordability, building quality, occupant health, economic circularity and community empowerment. For Delia, Architecture has always been about people, not just creating spaces for people to inhabit but also making spaces that have positive impacts on communities and society as a whole. Architecture can reflect the values of its time or influence change by demonstrating other ways to live and other values to live by. Delia studied Architecture at Edinburgh University and worked in London & Dublin on various projects before emigrating to New Zealand over twenty years ago. Here, she gained extensive work experience, predominantly based in Queenstown (Archimedia, Crosson Clarke Carnachan Chin Architects and Anna-Marie Chin Architects), and was involved with a wide range of projects from high-end housing to the master-planning of commercial developments. Recognising the need for good design to be made more accessible to the wider community, Delia established her own architectural practice, Design & Make Architects in 2012. Since then, her work has increasingly focused on low-carbon, high-performance buildings with a particular interest in natural building materials and techniques.

    Phil Harrison

    Technical Director, Flow Transportation Specialist Ltd

    Phil Harrison is a Technical Director at Flow Transportation Specialists Ltd with over 40 years of experience in transport planning and traffic engineering across New Zealand, Australia, the Pacific Islands, and Europe. His work spans public transport planning, light rail and bus priority, traffic modelling, road safety, pedestrian and cycling infrastructure, development planning, and strategic studies. Phil's career began as a cadet with the NZ Ministry of Transport, followed by roles in the UK, where he contributed to projects such as the Canary Wharf development and planning for the London 2012 Olympics. Since returning to New Zealand in 2009, he has been involved in key projects that have shaped Auckland’s transport network, including the AMETI Panmure and Eastern Busway, the Additional Waitematā Harbour Connections business case, and Auckland Transport's road safety initiatives. Phil has led numerous award-winning projects, including the 2014 NZ Engineering Excellence Award for Community Engagement and the 2020 ACE Award for the Auckland Road Safety Programme Business Case. His contributions to the transport sector have been recognised with accolades, such as the AA Best Paper award at the 2021 Engineering NZ Transportation Group conference. In 2024, he led transport planning efforts for the United Nations project on Decarbonising the Transport Sector in Samoa.
